The Town of Brownsburg operates under a Town Council - Manager form of government. The Town Manager is hired by the Town Council to manage the daily affairs and operations of the town and serve as the Chief Executive Officer. The Town Manager ensures that town services are performed in accordance with Town Council policies and within the capability of the Town's resources.   


The Town Manager is responsible for economic development. The Town Manager is the individual who directs the day to day operations of the Town in carrying out the policy directives of the Town Council. In the Town Manager's Office, and throughout all of our departments, we strive to deliver the best possible services to our community. We are dedicated to our organization's values of responsiveness, integrity, passion, innovation and partnership. 

Grant A. Kleinhenz, ICMA-CM

GrantKleinhenzKleinhenz began his tenure with the Town as the Assistant Town Manager in April 2011, and was named Town Manager a year later. Kleinhenz has 21 years experience in public service, including several municipal management positions. Since joining the Brownsburg administration, he has implemented a biennial town-wide citizen satisfaction survey, led the development of the municipality's first organizational strategic plan, enhanced the community's walkablity by expanding the trail system, and improved roads and infrastructure including the completion of the Ronald Reagan Parkway in partnership with Hendricks County. Under his leadership, the Town has secured nearly $40 million in federal funds for capital projects and it maintains a Standard & Poor's AA+ bond rating.
Prior to joining the Town of Brownsburg administration, Kleinhenz was the City Manager for the City of Centralia, Illinois from 2004-2011. He served as the Humboldt, Iowa, City Administrator in 2003-2004 and was the Town of Fishers, Indiana, Assistant Town Manager from 1999-2003.  He started his career in public service as the Executive Director for the Ripley County Economic Development Corporation located in Versailles, Indiana from 1997-1999.
