The Town of Brownsburg issued 12 commercial building and remodel permits in 2016 for a total valuation of nearly $78.5 million. Residential permits for 206 single family homes reflect a total value of nearly $49 million, with an average value at more than $237,000. Brownsburg’s average home values have been on the rise consistently for the past five years. Average value of new residential units in 2012 was just $171,000.

New investment correlates to increase assessed value and lower tax rates. FY2016 AV was $1.27 billion and the tax rate was 0.9585. For comparison, the FY2012 AV was $904 million with a tax rate of 1.1498. That’s a 16.6% decrease for property taxpayers over five years.

The Town of Brownsburg adopted the Americans with Disabilities Act Transition Plan on October 24, 2013. The Town is committed to compliance with the ADA of 1990 and the elimination of barriers to public facilities owned by the Town.

Is your water bill higher than usual? Small leaks in your home can quickly add up to many gallons lost. Most leaks are easy to find, but some can go undetected. If your bill is unusually high, a little investigation can save both water and money.
 
The toilet: It is not uncommon to lose more than 2,000 gallons a week due to a small toilet leak. You can check for leaks by putting a few drops of food coloring in the tank, wait overnight and if the food coloring shows up in the toilet bowl then you have a leak that needs to be repaired.  Remember to not use the toilet while the toilet has food coloring inside the tank!

Dishwasher and/or clothes washer: Look for drips or stains underneath or behind these appliances. Indoor and outdoor faucets, water softeners, ice makers, and humidifiers can also leak.

If your bill is unusually high and you can't find the problem, call the Utility Department at 852-1102 for assistance from 8 a.m. to 4 p.m. Monday through Friday.

Don't flush your water down the drain! Conserving water not only helps our environment, but can also help you save money on your monthly utility bill. Here are easy tips for saving:

Make it a full load. Run your clothes washer and dishwasher only when they are full. You can save up to 1,000 gallons a month.
Turn it off! Don't run water while brushing your teeth and save up to 25 gallons a month.
Water wisely. Water your lawn and garden in the morning or evening when temperatures are cooler to minimize evaporation.

The Street department offers free yard waste pick up throughout the year. The Street Department's wood chipper circulates through the town Monday through Thursday each week from April through October to pick up limbs and branches. During the fall months, that same truck and crew is out picking up paper recyclable bags full of leaves.  After the Christmas and New Year's holidays, they will pick up and chip Christmas trees for a short time. You can learn more about their pick-up schedule and instructions on how to recycle yard waste by going to their website.

The Town holds two One Stop Drop Offs, free recycling events, a year that are open to residents and businesses. Since holding its first town-wide recycling event in 2010, the Town of Brownsburg has helped divert more than 60 tons of waste- from paper and plastics to hazardous household products, appliances and electronics- that might otherwise go to Indiana landfills, reducing leaching and streams of toxic chemicals from water treatment processes. Residents and businesses are able to drop off: computers, appliances, air conditioners, cardboard, batteries, A/V equipment, medical equipment, wiring and cables, office machines, paper, metals, plastics, Styrofoam.

Hendricks County Solid Waste Management District offers several ways to recycle:

Recycling Drop off Centers- there are three 24-hour centers in Lizton, Coatesville and Stilesville. These centers collect paper, glass, steel, aluminum and plastics.

Tox-Away days for residents of Hendricks County. Some fees are required for appliances, electronics and tires. Businesses are prohibited from participating. For more information on dates and locations you can visit their website

Yard Waste Recycling Centers are located in Brownsburg and Plainfield. The centers are open from April-November, for pricing information and directions you can visit their website.
 

Curbside recycling is available through Ray's Trash Service and Republic Services.

The label might say "flushable," but disposable wipes and other products will clog sewer lines and damaging pumps, lift stations and other equipment. Not only are these problems expensive to fix, they can also cause raw sewage overflows into homes, businesses and local waterways. So, think trash, not toilets!

  • Disposable wipes and diapers should not be flushed down the toilet.
  • Don't flush dental floss.
  • Don't dispose of household grease down the sink or garbage disposal.
  • Sump pumps should not be connected to your sanitary sewer.
These reports are required by Indiana Department of Environmental Management, to demonstrate the effectivness of the Town's Stormwater Quality Management Program.

The Town of Brownsburg works hard to stay current with the State of Indiana and Federal regulations regarding Stormwater Pollution Prevention, but we need your help. It is unlawful to deposit, discharge, dump or otherwise permit substances, chemicals, or other materials in any storm sewer system within the Town of Brownsburg. If you notice a potential Illicit Discharge into a Storm Sewer or stream, please contact the Stormwater Hotline, all calls are confidential.
 
Examples of a reportable instance: 
1.  Someone is observed dumping paint, used motor oil, any type of cleaner, animal waste, cooking oils/grease, insecticide/herbicide, fertilizer, etc. down any open grate or manhole located throughout our community.
 
2.  The erosion control at a construction site is nonexistant or has failed allowing sediment to enter a waterway.  Forms of erosion control might consist of fencing, catch basin inserts, grass strips, etc. 
 
3. Water quality of a waterway/ditch seems to be impaired.  This could be a visual observation such as a color change - blue when the water is normally clear.  This would also include an observation of oil/petroleum products floating on the water surface.

Stormwater Quality Advisory Committee: 

 

Meets at least once a quarter to discuss status of compliance with Brownsburg's National Pollutant Discharge Elimination System (NPDES), Municipal Separate Storm Sewer System (MS4) permit for discharging stormwater into waters of the State. 

 

Discussions covering improvements to Brownsburg's stormwater outfalls, plans for stormwater educational events, regulation changes, erosion control efforts, and development of educational materials are a few of the topics covered.  

 

Volunteers are encouraged to join the committee and join the efforts to protect water resources. 

 

Estimating a bill is only done when a meter inaccessible. The most common time of this occurring is during extreme weather conditions. 

We estimate by using the average of the past three months of usage. If your bill was estimated, you would see "ESTIMATE" on the lower left hand corner of your bill.

The B.A.S.E. program provides enrichment during the school year at the following elementary schools:

  • Cardinal (also serves Delaware Trail students)
  • Eagle

  • White Lick

Along with offering our program during the regular school year, we offer B.A.S.E. Extended Break camps during school breaks in the fall, winter and spring and on federal holidays at Cardinal.

In the summer, we offer Adventure Camp, which meets the needs of children ages 3-16. These nine-week camps extend from the end of the school year to the beginning of the next school year. Adventure Camp is chockful of activities, off-site outings and fun! Check out the most current camp activities in our Recreation Guide found on brownsburgparks.com (it’s the icon on the right under the scrolling photos). We are proud to be home to “the most active camps in Hendricks County!”

So how does B.A.S.E. work? Our program and camps are designed to keep your child active and engaged with enriching activities before and after school and while out of school. We provide physical activity, cognitive games and Enrichment Clubs. Staffers are committed to keeping your child active throughout the year with structured and supervised play and activities. Weekly field trips during the summer months with the Adventure Camp provide exposure to a variety of physical as well as educational enrichment activities.

Financial Assistance

Scholarships and Financial Aid are available to qualified applicants based on Federal Income Eligibility Guidelines.  Applicants must include a 2016 IRS 1040 tax form and apply in our administrative office at 402 E. Main St. Call 858-4172 for more information.

Scholarships only apply to B.A.S.E. weekly and/or monthly pass options, they do not apply for any Adventure Camp, Extended Breaks or Non-School days.

Project: Safe Routes to School Grant

Target Completion Date:  State Fiscal Year 2016
Community Benefit: This federally funded grant will assist Brownsburg by increasing connectivity and providing opportunities for residents to use the trails as transportation, healthy initiatives, and recreation.
 

Phase:2

  • Trail design is complete.
  • State review complete.
  • Project is anticipated to be let in 2015 by the State.
  • Final tracings have been submitted to INDOT for review. INDOT will let the project in July 2015 which will move the project into Phase 3- Construction.
  • The State let out the bid and we received two responses.  These two responses were 48%-111% higher than cost estimates.  We inquired as to why they were so high and the results were that the contractors bid these out with labor all being overtime since they were behind on other projects due to a rainy July.  The Indiana Department of Transportation (INDOT) agreed with our request to rebid the projects later this year in hopes to receive better pricing and give them time to catch up.
  • The right-of-way (ROW) land acquisition is completed on both temporary ROW and permanent ROW.
 

Project: Cardinal Property and Trail System

Target Completion Date: State Fiscal Year 2016
Community Benefit: This federally funded grant will assist Brownsburg by increasing connectivity and providing opportunities for residents to use the trails as transportation, healthy initiatives, and recreation.
 

Phase:2

  • Environmental documents and Categorical Exclusion complete.
  • Trail design is 90% complete.
  • State review underway.
  • Right-of-Way Engineering Phase is complete.
  • Project is anticipated to be let in 2015.
  • The possibility of wetlands being used for mitigation has been vetted.  The design of the wetlands is moving forward.  It is being designed to manage the majority of the storm water on site through this network of 7-9 wetlands.  This will increase the open space on the property from what was going to be a large, deep pond.  The wetlands are currently being engineered. 
  • Thornburg Parkway is being re-aligned to the north for better ingress/egress, in hopes to avoid relocation of highline utility poles.
  • Right-of-way (ROW) engineering is complete.
  • The right-of-way (ROW) land acquisition is in progress on both temporary ROW and permanent ROW with initial contact being made and appraisals beginning. 
 


Project: Williams Park, Maple Ridge Trail Preservation

Target Completion Date: TBD
Community Benefit: Maple Ridge Trail will be re-designed to accommodate multi-use activity. This will allow users to have different recreational experiences along newly constructed trails.  The new design will create environmentally sustainable trails that will draw users to key locations and protect sensitive areas.
 
Phase:1
  • An ecological assessment of Maple Ridge Trail in Williams Park will be performed.
  • Staff are negotiating the proposed scope of work to ensure all goals for this project are achieved.
  • Staff will need to budget for the service before proceeding.
 
 
 

 

Project: Williams Park Outdoor Classroom

Target Completion Date: 2017
Community Benefit: The new outdoor classroom will connect user groups from children to adults with nature through programs, workshops and other activities. Constructed with both natural and man-made materials, the classroom will provide users with an interactive experience as well as an opportunity to explore and learn while immersed in Williams Park's natural environment.
