The Town Council is made up of five members elected by residents living within the Town of Brownsburg limits to serve four-year staggered terms. Each Councilor represents one of the Town's five Wards.

Under Indiana Code 36-5-2-9, the powers granted to the Town Council are the ability to:

  • Adopt and use a common seal
  • Adopt ordinances and resolutions for the performance functions of the town
  • Purchase, hold, and convey any interest in property, for the use of the town

Under IC 36-5-2-11, the Town Council may issue bonds for the purpose of procuring money to be used in the exercise of the powers of the town and for the payment of town debts. However, the town may not issue bonds to procure money to pay current expenses.

Under IC 36-5-3-4, the Town Council adopts an annual budget.
