Why hasn’t there been a community vote to determine if the community wants to pay for this?

The community has consistently indicated, through statistically valid surveys, community workshops, and charrettes over the last 10 years of strategic master plan that indicate that community wants a pool! that an aquatic center is their top priority. A referendum vote is only required when the project will directly raise property taxes.
