NOTE: Due to COVID-19 concerns, Brownsburg Town Hall is open to the public on a by-appointment-only basis until further notice. Field offices other than the Parks Department are closed to the public until further notice. The Utility Department customer service window, located on the Adams Street side of Town Hall, is open weekdays from 8 a.m. - 4 p.m. Customers may make utility bill payments by using the following payment methods:

• Pay by mail
• Pay online (credit/debit card fee: $3.45; check by phone fee $1.95 fee charged by third-party vendor)
• Pay by phone (credit/debit card fee: $3.45; check by phone fee $1.95 fee charged by third-party vendor)

The Utility Department is responsible for billing water, sewer, stormwater and public fire protection fees to more than 9,000 residents monthly. The staff is available to help customers with starting new water utility services, issuing work orders, posting payments, and addressing residents' concerns. 

New or current residents wishing to set up new service or transfer service will need to complete the Service Application. There is a $75 deposit required for a 1-inch meter or smaller and $350 for a meter larger than 1-inch. Complete the online application HERE.

The Town offers several easy ways to pay your water utility bill:

Payment is due on or before the 17th of each month to avoid late fees and/or disconnection of service.

In person: Bring your payment to the Utility Office window on the rear of Town Hall from 8 a.m. to 4 p.m. Monday through Friday, or use the 24-hour payment slot next to the window.

Automatic payments: Enroll in ACH and the Town can automatically deduct the amount of your bill from your bank account on the due date. If the due date falls on a weekend or holiday, the deduction will be on the next business day. This will assure your payment is made on time, avoiding any late fees. Credit card or e-check: Pay by credit card or e-check online or over the phone by calling the Utility Office during business hours. There is a $3.45 credit card processing fee to use our third-party vendor Official Payments or $1.95 for e-checks. Payments must be made by midnight on the due date.

Delinquent Notice: When a utility customer's payment is more than 30 days past due, water service will be disconnected. The full amount of the delinquent notice must be paid on or before the due date whether the notice is received or not. Both renters and landlords will receive the delinquent notice. This notice is the final reminder prior to disconnection of services. If payment is not received by midnight on the due date, your services will be terminated and a $40 fee will be added.  

Call the Utility Department prior to the due date if you need assistance in resolving this debt. No payment arrangements will be made on the due date.
Reconnection Fee: Once the account has been marked for non-payment, the disconnection process starts. The customer is required to pay the delinquent bill in full, plus a $40 fee to cover the cost of disconnection of the line, as well as reconnection, trip and administrative cost.
Bad Checks: Customers paying bills with a check drawn on an account with insufficient funds will be notified by door hanger or with a phone call. Services will be terminated if the customer fails to correct the deficiency within the time allowed, without further notice. The customer will be responsible for the amount of the check plus a $27.50 non-sufficient funds fee before services can resume.
