The Town of Brownsburg operates under a Town Council - Manager form of government. The Town Manager is hired by the Town Council to manage the daily affairs and operations of the town and serve as the Chief Executive Officer. The Town Manager ensures that town services are performed in accordance with Town Council policies and within the capability of the Town's resources.   


The Town Manager is responsible for economic development. The Town Manager is the individual who directs the day to day operations of the Town in carrying out the policy directives of the Town Council. In the Town Manager's Office, and throughout all of our departments, we strive to deliver the best possible services to our community. We are dedicated to our organization's values of responsiveness, integrity, passion, innovation and partnership. 

Brian Hartsell, ICMA-CM

At the Aug. 23, 2018 Town Council meeting, the Brownsburg Town Council appointed Brian Hartsell, ICMA-CM as the Interim Town Manager. Hartsell has been with the Town of Brownsburg as Assistant Town Manager since July 2012 after serving three years as the Assistant to the City Administrator and Mayor for the City of Bonney Lake, Washington. Prior to Bonney Lake, Hartsell spent nine years as a healthcare administrator in the United States Air Force and at St. Anthony's Medical Center in St. Louis.

Graduate, Oklahoma University Economic Development Institute

Personal: Hartsell and his wife, Tyrene, have two sons and two daughters and reside in Brownsburg.
