LEGAL NOTICE OF PLANNED IMPROVEMENT

 

The Town of Brownsburg is developing plans for a proposed road widening and reconstruction project, located along E. County Road 700 N. between Access Drive and N. County Road 900 E. in Brown Township, Hendricks County. 

 

The purpose of the project is to restore the pavement condition and widen out E. County Road 700 N. to increase the operational efficiency of the road. E. County Road 700 N. is currently very narrow given the amount of traffic that utilizes the corridor. Traffic will continue to increase due to multiple developments along the route and the extension of Ronald Reagan Parkway that will intersect near the west end of the project.  Additionally, there are no left turn lanes located along the route which causes traffic to back up when there are left turning vehicles in the through lanes. An additional goal of the project is to meet the goals of local plans to provide ADA compliant pedestrian connectivity.

 

The project proposes full depth reconstruction and widening of E. County 700 N. from a 2-lane section to a 3- lane section between Access Drive and 500 feet west of N. County Road 900 E. The 3-lane section will include 2 – 12-foot travel lanes and a 12-foot two-way left turn lane. The roadway will be reconstructed with curb and gutter and a closed drainage system. Driveways adjacent to the road will be reconstructed with concrete. Intersections and entrances to subdivisions will be improved with increased turning radii and new curb and gutter.  The existing culvert at the Mary Gibbs legal drain and the existing field tile pipe will be replaced. The project also consists of a 12-foot trail on the south side of E. County Road 700 N. and grading on the north for a future sidewalk. Pedestrians crossings will be updated to American Disability Act (ADA) standards. The CSX railroad crossing near the east end of the project will also be upgraded as a part of this project which will include new gates, flashing lights, overhead cantilever, warning bell, and constant warning time (CWT) circuitry. Grading and reseeding are proposed for areas of disturbance. Permanent lighting is also planned; locations will be refined as the project budget allows.

 

The project requires approximately 3.42 acres of permanent right-of-way (ROW) from residential, commercial, and agricultural properties. The project also requires approximately 0.80 acres of temporary ROW from residential, commercial, and agricultural properties. The project also requires 0.91 acres of utility and drainage easements from residential properties. No impacts to wetlands will occur. Tree removal is anticipated. All temporarily disturbed terrestrial habitat will be revegetated with a standard INDOT seed mix upon completion of construction. No relocations of businesses or residences will result from this project.

 

The maintenance of traffic (MOT) will consist of maintaining west bound traffic and the closure of east bound traffic along E. CR 700 N. during construction. Three short term closures are anticipated for the CSX railroad upgrade and culvert replacements. Short term closures will require a detour which will utilize N. CR 900 E., E. County Road 600 N., and State Road 267. The length of the detour is approximately 3.5 miles and the additional travel time will be approximately five minutes. School corporations and emergency services will be notified of traffic changes and closures prior to construction.  This project is scheduled for a July 2022 letting with construction anticipated to begin in Fall 2022.

 

The cost associated with this project is approximately $11,312,000, which includes preliminary engineering, right-of-way, construction with both federal and state funds anticipated to be used.  The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document.  Preliminary design plans along with the CE are available for review at the Town of Brownsburg website, www.Brownsburg.org. This notice is published in compliance with: 1) Code of Federal Regulations, Title 23, Section 771 (CFR 771.111(h)(1) stating, “Each State must have procedures approved by the FHWA to carry out a public involvement/public hearing program.”; 2) 23 CFR 450.210(a)(1)(ix) stating, “Provide for the periodic review of the effectiveness of the public involvement process to ensure that the process provides full and open access to all interested parties and revise the process, as appropriate.”; and 3) The INDOT Public Involvement Policies and Procedures approved by the Federal Highway Administration on August 16, 2012.
